FCI joins community partners in celebrating the grand opening of Project Horizon
Forward Community Investments (FCI) was honored to join Meta House, community members, supporters, and project partners on August 28 for the ribbon-cutting ceremony celebrating the grand opening of Project Horizon—a transformative new treatment campus designed to help more Wisconsin women and families build healthier, more hopeful futures.
The ceremony marked the culmination of Meta House’s Grand Opening Week, which brought the community together through a Piggsville neighborhood cleanup, an ice cream social, the “Raise the Roof” fundraising event, and a public open house. During the ribbon-cutting, attendees heard from Meta House President and CEO Valerie Vidal, community members, and a Meta House graduate before touring the new campus and learning more about its programs.




For more than 60 years, Meta House has helped women reclaim their lives from substance use and co-occurring mental health disorders. Its comprehensive approach includes residential treatment, outpatient care, recovery housing, and family-centered support services. Meta House is also one of the few treatment providers in Wisconsin that allows mothers to bring their children into residential treatment, giving families an opportunity to remain together and heal alongside one another.
Project Horizon represents the organization’s most ambitious expansion to date. The new centralized campus at 535 N. 39th Street in Milwaukee replaces services previously spread across three aging facilities and provides a modern, accessible, and child-friendly environment created specifically for women and their families.
The new facility will double Meta House’s residential capacity to 100 beds, increasing Wisconsin’s capacity for family-centered residential substance use disorder treatment by an estimated 20%. It will also enable Meta House to expand its trauma-informed programming and create additional opportunities for women and children to access primary care, dental care, medication-assisted treatment, and other essential services through on-site partnerships.
In addition, the expanded campus will support the growth of Meta House’s internship program, helping develop the next generation of mental health and substance use treatment professionals.
Investing in a Stronger Future for Wisconsin Families
FCI is proud to have helped bring this important vision to life by deploying a $15.4 million New Markets Tax Credit allocation to support the development of the new facility. This investment reflects FCI’s commitment to directing capital toward organizations and projects that reduce disparities, strengthen communities, and expand access to critical services throughout Wisconsin.
FCI’s relationship with Meta House began well before the campus opened its doors. In June 2024, FCI representatives attended the Hope Is on the Horizon Gala, which celebrated the beginning of the project and the partnerships supporting it. At the time, Project Horizon was an ambitious plan to expand Meta House’s reach. Today, it is a welcoming new campus where women and their children can receive the comprehensive care and support they need.
The grand opening celebrates far more than the completion of a building. It represents increased access to lifesaving treatment, greater stability for families, and new possibilities for women working toward lasting recovery.
